Man Dressed As Woman Accused of Soliciting 13-Year-Old

Incident report from the Madison Police Department:
On Thursday night, around 8:50 p.m., a Madison Police sergeant was on routine patrol when he saw a 13-year old boy standing in the road at the intersection of Milwaukee Street and East Washington Avenue.
The sergeant gave a quick blast of his squad's air horn to worn the teen that he was obstructing traffic.
The boy then explained to the sergeant that a stranger had just solicited him for a sex act. The sergeant was able to locate the suspect. He said he was just asking the boy what time the bus came, but the victim said the stranger asked to go with him, telling him was “so fine.” He told the suspect he needed to go home, and was not interested in any contact. At the time of the encounter he thought the man was a woman, because of the way he was dressed.
Arrested:
Roy A. Mitchell, age 29, Monona
Mr. Mitchell was arrested for Child Enticement, and for a Parole Violation.
