Let me just cut to the chase. I'll tell how these "shootings" go down and you can be the judge. Victim rips off someone in drug deal or owes someone money, stole friends woman etc. Police respond and victims friends are being idiots, can't see how this would ever happen. See, family and friend don't want to admit that victim is thug. But it's understandable, they're no good either. Victim jerks police around gives false info name/dob,false story about what really happened and why. After victim goes to hospital, detective bureau talks to him, finally get some legit info-correct name, dob. Then in another 20 min victim admits to what really happened. Usually victim had arrest warrant(s) or some other reason to lie. Threatened with going to jail we'd usually get to the bottom of everything. Heck, it's the victims friends and family that set him at times. Madison is too good for this! I've said it before, it's time for serious gang-sweeps.

Hey Helen, here's another opportunity to ask why Mayor Dave did'nt stop this before it happened.
