From the Fort Atkinson Police Department:
Jefferson County Law Enforcement Officials are looking for the assistance of citizens in apprehending Charles L. Bellcour, who has an Apprehension Request (Warrant) from the Wisconsin Department Of Corrections.
Bellcour is known to frequent the Fort Atkinson Area, and most recently has fled from law enforcement on two separate occasions.
Callers who wish to provide information and remain anonymous can call Crimestoppers at 920-563-7793 and may be eligible for a reward.

He is in the local bar each weekend? Thermal imaging and police dogs couldn't catch him? He ran across a marsh! I'm guessing he came out the backside of it and kept right on running. He likely knows the trails back there.
