VIDEO REPORT: Flier Upsets Registered Voters

MADISON, WI – The Government Accountability Board has received a large number of complaints from around the state in the last few days regarding a direct-mail flier from the Greater Wisconsin Committee. This flier did not come from the Government Accountability Board.

The flier lists the names and addresses of the recipient’s neighbors, as well as whether they voted in the 2008 and 2010 General Elections. The flier states that the information came from the Government Accountability Board. Many callers are upset that this information has been released.

Kevin J. Kennedy, Wisconsin’s chief election official, notes the following:

-- Voter records (including voting history) are public records, and have been since the days they were kept in handwritten books in the municipal clerk’s office. State voter registration records have been all-digital since 2006.

-- State law requires the G.A.B. to sell certain data contained in the Statewide Voter Registration System (SVRS). The cost to purchase the list for the entire state is $12,500.

-- Voters’ date of birth and other personal information, such as driver license or state ID number, or the last four digits of a Social Security number, are never sold.

-- The Greater Wisconsin mailer also appears to have information about inactive and cancelled voters who are no longer eligible to vote without reregistering, or who may be deceased. The group may also have used other commercially-available mailing lists in preparing the flier.

-- Political committees and interest groups buy the statewide voter list information regularly, and use it to send direct mail messages to voters. They also use it to send out pre-filled absentee ballot applications.

-- Candidates and political groups also use this information to prepare “walking lists” for door-to-door canvassers.

-- This is the first time to our knowledge that a group has used information in voter lists this way. There is no state law that prohibits such practices, since the information is public.

If you're a registered voter, you might have received a flier in your mailbox. That flier is upsetting several people because they feel it might be a breach of their privacy. The flier is perfectly legal, but some argue the intentions behind it and it's accuracy.

Michelle Blackman was surprised Friday when she noticed her name, address and the days she voted on, as well as her neighbors. Blackman says, "What my neighbors do is their private business."

The flier was mailed out by the Greater Wisconsin Political Fund. On the flier it shows who voted and who didn't in the two previous elections.

The flier's message is to show its recipients that every vote counts this recall election.

David O'Grosky says some of the information on his flier is not accurate. It says he voted on November 8th & 10th, but he says that's not true.

Wisconsin Government Accountability Board officials say this is the first time they've seen a flier like this.

NBC15 tried to contact the organization responsible for these fliers, but their voicemail was full.

    My daughter is on this showing she didn't vote in Nov 08. She COULDN'T vote, she was only 16. Another neighbor's name is on it who moved. I would love to see what was delivered to my in-laws' street -- they both died within the past 2 years. This is extremely misleading.

    Dear Wisconsin Government Accountability Board, While I appreciate your efforts to publically embarass me for not voting by sending out this election flyer, I regret to inform you that I have not resided at the address since 1999. Luckily, you found me under my new name and sent another flyer there so now I can embarass my neighbors by yelling at them that they better vote or so help me. In the November 2008 election for president, my neighbor Mary (I'm so happy to see her name on here) asked me on election day if I had voted. I happily responded "Yes!" and even showed her my "I voted!" sticker. She then asked me who I voted for and I said Obama. After that, she went into a 5 minute rant about how I was wrong and something about what the hell was I thinking. I was a bit scared at the time that the conversation might come to blows. I can only hope that she is not a supporter of Walker since I am voting for Barrett tomorrow. She had hip surgery a few months ago, so if she dislikes my choice this time at least I can outrun her but if she's a Walker supporter that probably means she has a gun. If this is in fact the last email I send out, please send my love to my remaining family members and let them know this all could have been avoided if the Greater Wisconsin Political Fund simply wouldn't have wasted money sending out these flyers. Sincerely a dedicated voter.

    David O'Grosky: You say it's not true; you didn't vote on those two days. I believe you. This is proof of the extensive voter fraud going on. Someone may have voted using your name since no proof of identity is required to vote. Anyone can vote and say they are you. This is especially easy when voting in the Madison City Clerk's office where you are more likely not to be known personally. More risky doing it at the polling place as there is more liklihood of someone who knows you being there. Perhaps this is why Barrett supporters are turning out to vote early?

    It was nice to see the steel workers union logo listed on the top of that flier. What little respect I had for their organization is now gone. And if Mr. O'Grosky says the information was wrong, I guess that goes to show the potential for voter fraud. The GAB provided the info. I was surprised that my neighbor (who moved out 6yrs ago) was still listed there at that address. We need to take a closer look at the GAB, What they do, and why this information is public record.

    The e-mail address on the post card is not good. The website of the organization listed says nothing about this. I think it's Republican dirty tricks. Can we get the truth?

    Wow, maybe you should consider the possibility that it was showing November 2008 and November 2010 elections, not the 8th and 10th of November. When have you ever voted two days apart in the same month?

    David O'Grosky should look at the flier more closely. It says he voted in the November 2008 and November 2010 elections.

    I believe David O'Grosky is confused as to the dates listed on the flier. I received one as well, slightly different in that it made no reference to Walker. I assumed that they meant November 2008 and November 2010 not the 8th or the 10th.
