MILWAUKEE (AP) -- Winnebago County Executive Mark Harris says he plans to campaign on four key issues as he runs to replace U.S. Rep. Tom Petri.
Harris said Tuesday that he will make funding Social Security, highway repairs, raising the minimum wage and college affordability his priorities.
Harris is the first Democrat to enter the race in the Republican-leaning district.
Two Republicans have declared their candidacy and a third is expected to do so Tuesday.
The Republican Petri announced earlier this month that he won't run for re-election. He has represented the district that spans eastern and central Wisconsin since 1979.
