Update from Madison Police:
Following further investigation, detectives have been able to identify the shooter responsible for leaving one Madison teenager seriously injured. Kevin K. Dyer, age 26, Madison, is in custody and charged with a parole hold. He was arrested hours after the shooting when he was stopped by a Wisconsin State Patrol trooper for driving while intoxicated. He is being held in the Dane County Jail.
Dyer, and another individual whose identity is not being released at this time, conspired to rob two teenagers who believed they were going to buy some marijuana from one of the suspects. The two teenagers were directed into a quiet eastside neighborhood near Acewood Park where the robbery took place. The suspects chose the location because it was quiet and out of the way. Neither the victims nor the suspects lived nearby.
It has not been determined why Dyer fired the shot that grazed the driver and struck his passenger. The 19-year old remains in the hospital and - as a result of the gunshot - has lost sight in his left eye.”
