Wisconsin could regulate the level of odor coming from large livestock operations.

Hearings start next month on proposed state standards for livestock facilities, especially the stink factor associated with manure.

Agricultural officials have come up with an odor index. Only farmers with 500 animal "units" would be affected by the regulations.

A dairy cow counts as 1.4 units, because it creates more manure.
