Madison: The Mifflin Street Block Party is one of the largest keg parties in Madison, and Alderman Paul Skidmore would like to know where all the beer comes from.

"A lot of that came from barrels. Much of it comes from private house parties."

That's why Ald. Skidmore is introducing a keg registration ordinance. Whenever you purchased a keg in Madison you'd have to fill out a form stating when and where you'll drink the beer and promising not to provide alcohol to minors.

The liquor store would have to keep a tag on the keg stating the same information, so if police bust a party they can find out who is responsible.

"They could look at the keg, see the tag, see who sold it and purchased it. They can find that person and citations can be issued," says Skidmore.

Most liquor stores already require most of this registration. Riley's Wines of the World has customers fill out a form when they buy a barrel.

So does University Ave. Liquor. Owner Mahendran Namasivayam says a city registration form will only create long lines and more work for him.

"On a busy day like Mifflin St. or Halloween or any busy day then it's going to take us a lot of time. We'll have to set up a different counter or something like that."

Even the police aren't sure how this will help them reduce underage drinking.

"This isn't going to change how we respond. We're not going to go into Riley's and take a look at where these parties are happening. We just don't have the resources to do that," says Ofc. Mike Hanson.

Skidmore says the real benefit may be if the keg registration shows particular liquor stores are responsible for selling to many of the underage parties.

"If somebody has a pattern of problems, they can refer a liquor store to the ALRC to review their business plan."

Skidmore says he hopes the ordinance can be in place by this fall.
