A local humane society is overwhelmed. Investigators seized 20 dogs from a Green County home on Sunday. A Juda woman is now under investigation for animal neglect.

Court records show the woman has a history of allowing her animals to roam freely. But investigators say what they discovered Sunday goes beyond a public nuisance. They seized the animals almost immediately.

Tonya Kelly has a place in her heart for every animal coming through the Green County Humane Society, but the no-kill shelter in Monroe is cramped.

"We have actually cages in middle of the room in the other room," Kelly says.

It has room for 37 dogs. Now, it's home to more than 50. Twenty of the dogs -- most of them chihuahua/terrier mixes -- arrived on Sunday.

"I was very shocked when they all come in but figured this is the best place for them to be," she says.

The Sheriff's Office seized the dogs after receiving a complaint of horses running loose from this Juda farm.

"Deputies that were there felt conditions were unsanitary and unsafe both inside and outside of the house," Chief Deputy Jeffrey Skatrud says.

Skatrud says the deputy discovered feces in the home. Skatrud also says the deputy believed the animals lacked adequate water.

"They seem to be in better spirits ... giving more kisses than they were the first night," Kelly says.

Investigators arrested 46-year-old Bonnie Bitz for animal neglect. 45-year-old Donald Svendsen -- on a probation hold.

"It's a lot to take in, but I take it into heart ... and realize I can find homes for everybody and that's what we're looking for -- good homes," Kelly says.

But the shelter cannot possibly adopt out the dogs until the case works its way through the courts. Until then, it needs all the help it can get.

"We need the money to come in the donations to be able to support food for all of them... the medical attention were gonna have to give them all and staff -- volunteers -- need lots of volunteers to help," Kelly says.

Bitz posted bond and is scheduled to make her first appearance in court on March 31st. If you want to help the shelter, you can find a link to its website below.

To anonymous - You are way off base and personal attacks are not necessary. I volunteer to care for horses that are in need of care and would NEVER harm any animal. If an individual does not have the resources to care for their animals, then they should do the right thing for the animals and find them a home or shelter who CAN care for them properly. I have witnessed homes where people who have "big hearts" are actually doing the animals a disservice by keeping them in filthy, unsanitary conditions. I certainly hope you are not one of them.

i know how this may look but im a relative of both people. they treat their dogs well. they would never do anything bad to harm them. They love all of there dogs. i feel so bad for them. i just hope it turns out all right for both people and animals.

Last I knew anyone no matter what county you reside in can have an animal fixed at Dane County Humane Society for a very very small fee. I live in Sauk County and was able to use their service even though Sauk County has a humane society (they also don't have the resources Dane County does)so just a thought for anyone that may require it....

If the horses were not taken then there was probably not a problem with them. These cases occasionally involve mental illness. Recourses are not available in Green County for spay/neuter like they are in Dane County.

Just "Hold your horses" everyone. There is more to learn here and it may end up that she is only guilty of not having alot of money and a heart that is way too big. I am a cat lady and care about any 4 legged creature and no telling what else. Sometimes the humane society is too quick to act agressively. And the Green County Humane Society has a poor reputation in many, many areas. It sounds like the pot is calling the kettle black, at least until an investigation is done. And, if she could afford to post her own bond, the bond was not very high. AND K FROM MADISON - YOU ARE LIKE EVERY OTHER GREEDY PERSON WHO IS JUST IN IT FOR YOURSELF! BUY YOUR OWN HORSE IF YOU WANT TO AND YOU BETTER NOT SCREW UP WITH IT WHEN THE MONEY GETS TIGHT!

What happened to the horses that were on the farm? Were they seized as well? The horses should be rescued as well.

I have two dogs of my own and this is heart wrenching. I hope they can be adopted out to good families.

why is she allowed to get more animals police is not stopping her to get more to neglect
