The Joint Finance Committee could vote as early as Friday on a proposal prohibiting taxpayer money from being used for embryonic stem cell research.

Republican Senator Scott Fitzgerald of Juneau — a co–chairman of the committee — says he's still working on language of the proposal, which could also ban conducting such research in state buildings and bar state employees from participating in it.

Governor Doyle wants to build a $380 million Wisconsin Institute for Discovery, focusing on stem–cell and other technology.

The Governor says he'll veto Fitzgerald's proposal if it's inserted in the state budget.
