The state Assembly is taking up the budget Tuesday.
Wisconsin would spend more on education, health insurance for the poor and elderly and a slew of other programs under the plan under consideration.
The proposal would also limit property taxes over the next three years while cutting taxes on gas and Social Security benefits.
The budget must pass both houses of the Legislature before the governor can sign it, veto parts of it, or reject the entire document.
