The tree that fell onto a car last month killing the driver was not healthy.
The tree fell on a passing car along Monona Drive on May 11 killing 29-year-old Visar Morina, originally from Kosovo.
An investigation by arborists shows the roots of the honey locust tree were decayed and carpenter ants had colonized in the decomposing wood. The city has concluded the tree fell because its roots were not strong enough to anchor it into the ground.
