Congressman Paul Ryan is now offering a scaled-down version of a bill to create private Social Security accounts.
The Wisconsin Republican proposes the government allow workers to have the portion of their payroll taxes which would go into a Social Security surplus, instead be funneled into personal accounts.
The federal government currently borrows from this surplus to pay for other government programs.
