Fencing off State Street

Can a simple snow fence prevent a blizzard of problems on State Street on Halloween?

The Madison Police Department seems to think so.

It's become a familiar scene on State Street; police in Riot gear breaking up a riot after a night of drinking on Halloween
Now, Madison Police think fencing off the entrance to State Street at Frances Street, and perhaps other streets, will help keep crowds down as the bars and parties start to close down.

“We think that controlling the area where we've had the major part of our problems,” says Madison Police Department Captain Mary Schauf. ”We'll have just one more tool in trying to manage the issues that we've seen in the past years.”

Police say they chose the snow fencing because people can't climb on it, and it can't be used as a weapon,
