According to a news release from Emergency Management:

Dane County has become aware of problems with Verizon’s land-line telephone network. This means that Verizon land-line telephone customers with exchanges of 839-, 764-, and 423- are unable to call telephone numbers outside of their local area. This includes, but is not limited to, the areas of Cottage Grove, Deerfield, and Cambridge.

Dane County has taken steps to ensure Verizon land-line customers with exchanges 839-, 764-, and 423- are able to reach 9-1-1.

Questions regarding telephone service should be directed to Verizon.
