Madison, WI. June 8, 2009 – At approximately 9:20 pm on Saturday, June 6th, a Dane County Sheriff’s Deputy made a traffic stop on USH 51, just north of CTH V in the town of Windsor. The 1997 Plymouth minivan was initially stopped for speeding, however upon contact with the driver the deputy noticed open intoxicants in the vehicle.

After field sobriety tests were conducted, Marco A. Guamangallo, age 52 of Monona, was arrested for OWI – 4th Offense. He was also cited for Speeding, Open Intoxicants, and Operating After Revocation – 2nd Offense.

Later that night, other Dane County Deputies working an OWI grant project arrested two other drivers for OWI, and other patrol deputies made two additional OWI arrests, bringing Saturday’s total to five.

Franklin, get your facts straight. Bail for the Parka Bandit was $2000 per count for a total of $16,000.

My cousin got his 4th DUI while waiting to be sentenced he got arrested for his 5th DUI (felony). Yes his fault. After serving 90 days in DCJ he got out and got treatment and has now been clean for 7 mnths. He is now back in DCJ for his sentence on his 5th. He got 8 mnths, 45 days manditory no huber or house arrest. For the next 2 yrs he has to have the ignition lock thingy.. They are out there Dane Co does put them on vehicles. Another friend has one. But that doesn't mean ur friend/kid can't blow into this thing. We need to change these laws we have. It's crazy.

Jail time in Dane County for OWI's. Yeah that's a joke. Lets see DA wont charge possession unless its more than 25 grams. You can drive with a revoked license or no license and you wont be charged. OWI 3,4,5,6 etc nothing or very little. How many ignition devices has the D.A. requested be installed as a part of sentencing?? I bet there are zero of them in Dane County. Pretty much anything else that a person gets arrested for gets dropped down to a D.C. ticket or kicked all together. Look at the "Parka Bandit". Jailed for multiple ARMED robberies and D.A. does not push for anything more than $500 signature bond. Hes out on "monitoring" and commits more robberies!!! Luckily no one was hurt. Yeah good job!!! I'm sure the police are just as frustrated. Totally crazy!!!! Mahoney and Falk fill that jail and add on. The stupid programs are ineffective. No more hugs from the criminal justice system. We need teeth!!!! GRRRRRRRRRRRR!!
