As of 3:45 p.m., 3.63 inches of rain was recorded at the Dane County Regional Airport. This is the most precipitation ever recorded in September on a single-day in Madison.
Heavy rain fell over south central Wisconsin this morning. An Urban and Small Stream Flood Advisory was issued for Central Dane County. It expired at 2:30 p.m.
NBC15 Photojournalist Jason Rice reported high water on several streets in Madison, on the city's near east side. Photos attached to this online story were taken at 3rd Street and East Johnson.
Major flooding also occurred at the MATC Truax campus. The main parking lot experienced up to 3 feet of standing water. Dozens of cars were surrounded in high water.
According to the National Weather Service, by 11:16 a.m. this morning, Doppler radar indicated that an estimated 1.5 inches of rain fell over south central Dane County.
At one point, the Dane County Regional Airport reported two-thirds of an inch of rain in about 15 minutes. More than 2 inches of rain have already fallen at the airport, as of 1:00 p.m.
The National Weather Service says runoff from this rainfall will cause minor flooding, especially along small streams and near low water crossings.

MATC did send out a text warning students about flooding to those that are signed up for them. So you can't blame them either for not communicating.

Wow, people really need to grow up. It's a freak thing that happened. Yes, I do feel bad for the students that had cars submerged, but there's no reason to bash MATC. Why didn't any students say anything to security when they were coming in from outside. It's not just MATC employees' responsibility, it's also the students. Come on, we're all suppodsed to be adults. How did anyone know this was going to happen. I do agree though that MATC needs more parking for students, but there's no need to sit there and whine about how MATC didn't tell you sooner. Check your own vehicle. Great job to everyone that helped push out all those cars.

All of you people complaining should address MATC if you have such a problem with it instead of ranting on here. But my guess is this allows whining and no one will actually address the problem. It probably took just a few minutes for this to happen. They can't baby sit you people! Take some responsibility and chock it up to a freak heavy rain event. Don't go blaming everyone else for an act of nature. If drainage needs to be improved, take it up with MATC! Last I knew, they don't sit and monitor the parking lot. Kudos to the people who helped push all these cars out of the water without complaining like the people whose cars were dry are!
