Beloit Police to Host Public Meeting About Relocation of Two Sex Offenders

BELOIT (WIFR) -- The Beloit Police Department will be hosting a public meeting to educate and notify the community about registered sex offenders on Wednesday March 13, 2013 at 7:00 p.m. at the City of Beloit Forum, 100 State St.

Members from the Beloit Police Department, Department of Health Services and Department of Corrections will be present. The community is encouraged to attend to receive information on sex offender registration laws, sex offender supervision and protective behaviors. The meeting is being held in advance of the following sex offenders moving to 2219 Euclid Av., Beloit, WI.

Clayton J. Smith, W/M, age 52, will be relocating from 8121 W. Mill St., Hanover WI. Smith’s current residence agreement expires at the end of March and he will likely move during the week of March 25th.

Clayton Smith was convicted of 2nd Degree Sexual Assault of a Child on May 4, 1992. Clayton Smith was Civilly Committed to the Wisconsin Department of Health under Wisconsin State Statutes Chapter 980 on March 3, 1997. He was granted release from the Court to the community on supervised release on December 30, 2010.

While residing at 2219 Euclid Av. conditions of Smith’s supervision will include: No unsupervised activities in community without prior approval of the DCC Supervising Agent; No contact with minors; No patronizing taverns, bars or liquor stores; No contact with victims; Not to consume alcohol or drugs; Cooperate with electronic monitoring and /or GPS. Comply with requirements of Supervised Release and lifetime registration of the WI Sex Offender Registration Program.

Mark R. Taber Sr, W/M, age 58, will be released from Sand Ridge Treatment Center, Mauston, WI. The court has ordered his placement on or before March 28th. Staff scheduling dictates that this will likely occur sometime after March 18th.

Taber was convicted of 1st Degree Sexual Assault of a Child on January 14, 1991. On June 14, 2000, Taber was civilly committed under Wisconsin State Statute Chapter 980. He was granted release from the court on supervised release on January 30, 2013. Taber’s move will likely occur sometime after March 18, 2013.

Conditions of Taber’s supervised release will include: No unsupervised activities in the community without prior approval of the DOC Supervising Agent; No contact with minors; No taverns, bars, or liquor stores; No contact with victim; Not to consume drugs or alcohol; Cooperate with electronic monitoring and/or GPS; Comply with requirements of Supervised Release and lifetime registration of WI Sex Offender Registration Program.

safer public.
