UPDATE: Neighbors say child run over by car was getting ice cream from a truck

UPDATED: Monday, June 17, 2013--- 5:30 p.m.

Neighbors say the nine-year-old girl was getting ice cream from a truck in the street when she was hit and run over by a car.

"I heard a thump, and that's when I looked and seen her hit the girl and she fell, but she continued to roll right over her. And then she stopped a few feet ahead of her," said neighbor and eyewitness, Andrew Finch.

Neighbors say her name is Bailee, and she was at a family gathering outside on Vera Court Sunday.

She had just gotten some ice cream from a truck and was crossing the street when she was hit and run over by 34-year-old Miracle Loyd who is suspected of driving drunk.

Bailee was taken to UW Hospital where she is in critical but stable condition.

Loyd stayed on the scene and was arrested.

"She was crying and screaming that she was sorry... telling the family that she was sorry about it," said Finch.

It's a neighborhood with a lot of children, leaving many people shaken up.

"There's kids everywhere. They just drive too fast over here," said neighbor, Annette Turner.

"It could have been my kids," said Finch.

Loyd faces charges of causing injury by intoxicated use of a vehicle and operating while revoked.
