Arrested: Monique N. Smith, 35-year-old female of Madison, WI
CHARGES: Person Making Unreasonable Noise & Operating While Intoxicated
Details: Officers responded reference a disturbance, and found a silver Buick parked across the roadway blocking traffic. There was a lone female standing on the driver's side of the vehicle, with the door ajar, yelling at people at a nearby residence. The officer reported being able to hear the screaming with his windows up! The officer contacted the expletive screaming female in the middle of the street, later identified as Monique Smith, to find out why she was blocking the roadway with her car and acting this way. She minimized the activity as a disagreement, but the officer immediately noted a strong odor of alcohol. Smith denied any alcohol consumption or operation of the vehicle, as this car was said to be stuck on an "Ice breaker".
Smith was said to be lacking coordination/balance, was slurring her speech, and struggled to obtain her driver's license from the trunk of the vehicle. The officer verified Smith was operating the car by interviewing several parties that were nearby, and Smith was arrested. While en route to the jail, Smith questioned the officer about how she could be arrested for OWI when she was found in the back seat of the vehicle, and it was very clear that the recollection of events between the officer and Smith were less than commensurate with one another.
