Posted Friday, December 3, 2010---1:30 p.m.

Rock County, Wis. – The US Marshals along with Wisconsin Department of Corrections Sex Offender Registry Program, Rock County Sheriff’s Department, Rock County District Attorney’s Office, Janesville Police Department and Beloit Police Department conducted a residence verification operation for registered sex offenders in Rock County. November 29th to December 1st officers checked the addresses of 271 registered sex offenders. As of this date 10 were found to be non compliant and 66 were not available at their residences. 3 people were arrested for various misdemeanor warrants and 1 person was arrested on a warrant for failing to register as a sex offender. Officers will follow up on contact with the 66 unavailable while non-compliant sex offenders will be investigated by the Sex Offender Registry Program and the US Marshals for potential charges under state and/or federal law.

The initiative is part of the working relationship between the US Marshals Sex Offender Investigations Branch and the Wisconsin Department of Corrections Sex Offender Registration Program which monitors all 21,645 Wisconsin Sex Offenders. The Wisconsin Department of Corrections maintains a database for the general public at http://offender.doc.state.wi.us/public/.

It is illegal to monitor anyone through legislative action. You need a COURT for the State to monitor anyone. You also need some sort of reason WHY you are monitoring..and that reason cannot be because you legislatively decided someone is dangerous. The registry does not protect. It has been shown to harass, threaten, banish, isolate and put fear into offenders. It is passed ex-post facto and no person can EVER petition to be removed for ANY reason, like NOT being dangerous. For these reasons, the registry can be avoided by any means possible.
