Police Arrest Janesville Man For 4th OWI Offense

Posted: Monday, September 10, 2012 -- 4:30 a.m.

From The Janesville Police Department:

On 09-09-2012 at 3:34 A.M. Janesville Police Officer Jason Horton arrested a male passed out behind the wheel of a running vehicle parked in the 400 block of S. Randall Avenue.

Contact was made with the male who was identified as Joaquin Tomas-Sipriano age 33 of Janesville.

Tomas-Sipriano admitted to drinking approximately 7 beers prior to contact with officers but denied driving his vehicle.

A legal blood draw was performed at Mercy Hospital and Trauma Center. Results of the blood alcohol test are unknown at this time.

A check of WI DOT records indicated this was a 4th OWI offense.

Tomas-Sipriano was also cited for operating after revocation and operating without insurance.

    I really think this is ridiculous that someone can get charged with jail time and huge amounts of fines when they probably made the wise decision not to drive and instead sleep it off... Why was his vehicle on, I would guess for the heater/AC or maybe even to listen to the radio. Unless he was found in a ditch or his car crashed, that is one totally different story. For someone who really did decide to sleep in their car instead of risking driving drunk I so strongly feel this is wrong if not government pretty much robbing someone of their livelihood.
