Ok listen up. We "need to do something!" There is no need for a kid to possess a baseball at a mall. The bats should be registered and only available at a baseball or softball diamond. An immediate ban on the light aluminum gas filled bats should be done by executive order of the president. I know MLB organization will oppose this but it is the only answer.
