MADISON--Over the next two years, Governor Walker is signalling that he wants to lower property taxes and push for aggressive income tax reduction reform. "We're working on massive tax reform," said Gov. Walker, in a speech delivered at the Ronald Reagan Presidential Library in California on Friday. "We think if we want to continue the economic success we've had over the last year and a half, again one of the best ways to do that is to put more money back into the hands of entrepreneurs, more money back in the hands of small business owners, more money back in the hands of our consumers."

He also said he'd like to see funding for education tied to performance--both at the K-12 level and in higher ed. He also said he wants schools to produce graduates in fields that are hiring.
"We shouldn't be paying for butts in seats," he said. "We should be paying for outcomes. And in higher education that means not only degrees but are young people getting degrees in the jobs that are actually open and needed today, not just the jobs that the universities want to give us."

They're big agenda goals--delivered to an audience on the other side of the country. "It's certainly unusual," said Professor Richard Haven, a professor emeritus at UW Whitewater and an NBC15 analyst. "More typically you will see it announced in a state of the state speech or you'll see it announced in a budget speech in the state of Wisconsin. But again, I think it was the opportunity to be speaking at a national forum and to identify some issues that reinforce his credentials as a leading conservative governor."

Professor Haven also said the governor might be trying to place himself into the national conversation."He's taking advantage of the opportunity, having been invited by Nancy Reagan to come out and speak at this event, to place himself among the leaders of the party and to offer himself as someone else who has some ideas that he thinks could help not only Wisconsin, other states, but also the nation," he said.

MADISON, Wis. (AP) -- Gov. Scott Walker continues to shed more light on what his legislative agenda will look like next year.

Walker used a speech Friday night at the Ronald Reagan Presidential Library and Foundation in California to talk about his plans to pursue tax cuts, expand the voucher school program and tie higher education funding to meeting certain benchmarks.

The Wisconsin State Journal on Monday reported that the reception to Walker's California speech back home was mixed.

Incoming Assembly Speaker Robin Vos says Walker's message is consistent with what Republicans have been saying for months they want to do.

But Democratic Senate Minority Leader Chris Larson says the speech shows Walker has no plans to moderate his message.
