Police say around 1:30 Sunday afternoon, 38 year-old Mark Spangler was driving a jeep westbound on the interstate near East Washington Avenue when he lost control, crossed the median and hit a mini van head on.
Spangler then fled the scene on foot.
Several people were injured in the mini van, one with life threatening injuries.
Police later arrested Spangler in Sun Prairie.
Officers say Spangler had a revoked driver's license, and seven previous OWI convictions.
Alcohol and speed appear to be factors in the crash.
