Monona Police suspect the prostitution arrests in Monona may be a part of a larger operation. They are looking into the possibility.
The May 19th arrests aren't the first time Guifen's Place had dealings with the police. A few years back, they closed down the operation because Guifen Leanna, the massage spa's owner, was operating without a massage license.
Neighbors in the area say they've noticed things that just didn't fit in their neighborhood ever since the massage spa moved into town a few years ago.
Cortney Aiken lives just blocks from the spa. She and her nine-month-old often take walks in their neighborhood. She had no idea they were passing a massage spa housing illegal prostitution each time.
"I honestly wasn't expecting that. I wouldn't figure it would be somewhere around here," said Aiken.
Brian Blaskowski's lived in the neighborhood nearly 25 years. Just a block away from The Fei Fei Spa and Massage, he's noticed it's a bit out of place.
"We've seen the lights on all hours of the night," said Blaskowski.
NBC 15 spoke with him in between mowing a neighbor's lawn. Blaskowski says a lot of the neighborhood is elderly, and they're startled by the news.
"No name on the business, just neon lights, open, massage, pretty late hours," said Blaskowski.
But he and some of the neighbors had their suspicions.
"The neighbors had joked about it, maybe calling it happy endings, or picking a name for it," said Blaskowski.
Now he knows, their suspicions were no joke.
Monona Police Chief Walter Ostrenga said similar tips rang in with odd details about the corner spa.
After some digging, police found that 95 percent of clientele were male, many of them were from out of the area. Chief Ostrenga said people would come from all over Wisconsin, Illinois, and even the Dakotas.
Police also say the message about the spa's services got out through an online forum.
"There was a website that had a lot of postings from the users of this establishment, and they were very explicit in some of the services they were getting. They weren't just getting a back massage," said Chief Ostrenga.

Monona Police arrested two women Monday night in a prostitution investigation.
Officers served a search warrant at Fei Fei Spa and Massage at 100 Frostwoods Road. They arrested the spa owner, 51-year-old Guifen Leanna, on a charge of keeping a place of prostitution.
A 37-year-old spa employee, Meizhi Chen, was arrested and charged with prostitution.
