Heroin User Steals Food Cart Tip Jar

Incident Type: Theft

Incident Date: 05/16/2012 - 3:11 PM

Address: N. Lake St. @ State St.

Arrested: Dustin D. Skinner, age 21, Waukesha, WI
Mr. Skinner was arrested for Possession of Heroin, Possession of Drug Paraphernalia, and Theft.

Details: A Waukesha man said he shot heroin in downtown Madison Wednesday afternoon, and 20-minutes later determined he needed more of the drug. To obtain funds, he grabbed the tip jar off of the Banzo food cart, which was set-up in the Library Mall. An employee gave chase.

At that very moment, a MPD officer was at the intersection of N. Lake St. and State St. on routine patrol. He was in the right place at the right time and took over for the food cart employee. The suspect was tracked down as he headed toward Lake Mendota. He was taken to a hospital and then to jail.

Downtown is full of heroin sellers and users. They threaten everyone having a business and steal and urinate while awake from their nod on the benches. State Street and the area is a free for all of violence at night with the Police not showing up for many calls as they are "too busy" as one officer said to me after residents were threatened after asking tresspassers who urinated on apartment doors. Police have lost control of State Street, get a weapons permit if you are going down there at night! Gangs and drunks are the law down there.
