VIDEO REPORT: Eight Arrested In Portage Heroin Busts

Portage Police say they were surprised when a search warrant on a suspected drug dealer led to seven subsequent arrests.

Early on Friday, August 10, the police, in collaboration with the Columbia County Sheriff's Dept., investigated the home of Kevin Baumann, Jr. in Portage. They found several grams of heroin, marijuana, and thousands of dollars in cash as well as drug paraphernalia. After they confiscated his phone, three other users called hoping for heroin.

"They just basically played along with everything," said Portage Police Deptartment Det. Lt. Mark Hahn. Law enforcement used the phone to set up drug deal stings around Portage. "Then when they came up we would arrest them, and there were times when we would arrest those people that people were contacting them to purchase heroin."

It resulted in eight total arrests. Most suspects admitted to trying to purchase at least one gram of heroin, valued between $100 and $200 per gram.

Although Hahn admits he was surprised by the investigation's success, he says the arrests are a result of an increased emphasis on drug enforcement. He credits collaboration with other agencies in a drug task force.

"Whether this is the tip of the iceberg, I would hope not, but all I know is that it does show the efforts that we put in place at the beginning of this year to aggressively investigate these matters are paying off, and we'll continue to do that," said Hahn.

The Columbia County Sheriff's Office posted the following press release on its Facebook page:

On Friday August 10, 2012 a joint investigation was conducted by the Portage Police Department and Columbia County Sheriff’s Department regarding illegal drug activity.

As a result of the joint investigation the following individuals were arrested and taken into custody:

Robert Plank, Male age 26 from Lodi WI.
Attempt possession of narcotic drugs (Heroin)
Possession of Drug Paraphernalia
Felony Bail Jumping.

Justin R. Crossen, Male age 26 from Oregon WI
Attempt possession of narcotic drugs (Heroin)

Andrew J Melvin, Male age 33 from Baraboo WI
Attempt possession with intent to deliver Heroin, second and subsequent offense.

Alisha L McCann, Female age 22 from Madison WI
Attempt possession with intent to deliver Heroin.
Possession of drug paraphernalia

Marcus J Katsma, Male age 22 from Pardeeville WI
Attempt possession with intent to deliver Heroin
Possession of drug paraphernalia

Jason E. St Cyr, Male age 23 from Dalton WI
Attempt possession of narcotic drugs (Heroin)
Misdemeanor Bail Jumping

Garritt F. Gallmeier, Male age 22 from Brooklyn WI
Attempt possession with intent to deliver Heroin
Attempt possession of narcotic drugs (Heroin)

All of the above individuals appeared in court yesterday and were given cash bonds with special conditions that they not possess hypodermic needles.

Kevin J. Baumann Jr., Male age 28 from Portage WI
Bauman was arrested and tentatively charged with:
Possession with intent to deliver Heroin
Possession of THC
Possession of Drug Paraphernalia
Maintaining a Drug House

Baumann remains in custody and is expected to appear in court Thursday on all charges.

The investigation by the Portage Police Department and Columbia County Sheriff’s Department is still ongoing and future arrests may occur. Also assisting in the investigation was the Wisconsin Dells Police Department.
