Madison Police have arrested a teenager on a lewd, lascivious behavior charge for a third time after he allegedly fondled himself in public.
Officers arrested 17-year-old Albert Singer yesterday for an incident that allegedly happened October 11th.
A 35-year-old woman was working in a community garden at Waunona Park when she spotted the suspect fondling himself.
Officers responded but the suspect had taken off running. He was spotted Monday walking on Sunnyvale Lane and was taken into custody.
Singer was also arrested for bail jumping

Madison Police have arrested a teen for allegedly exposing himself in a community garden.
Officers arrested 17-year-old Albert Singer for lewd, lascivious behavior and bail jumping.
On Sept. 14th, he allegedly exposed himself to others at a garden in the 2200 block of Lake Point Dr.
Witnesses say children were in the area during the incident, but they do not believe kids actually witnessed the exposure.
Police recently arrested Singer for a similar offense (incident described below).

Madison Police arrested a 17-year-old for allegedly exposing himself to pedestrians and bicyclists.
Officers responded to Paunack Park at 1500 Waunona Way Sunday around 9:10 a.m. after citizens called police about the crime.
A responding officer arrived and saw the suspect committing the crime.
Albert Singer was arrested for Lewd, Lascivious Behavior.
