Madison Police responded to reports of a man dancing in traffic Thursday night. 911 callers said the suspect was “higher than a kite.”

Police took the calls around 7:50 p.m. from witnesses who say the man was dancing and jumping on cars along a busy stretch of S. Whitney Way.

Officers arrived to find the shirtless man at the West Transfer Point, where police say he was repeatedly punching a 49-year-old man.

It took several officers and a taser to bring the 19-year-old suspect under control. Police say he was chanting and speaking incoherently. He was taken to the hospital for observation.
