Anyone caught cloning a human being in Wisconsin could face up to a decade in prison and a million dollars in forfeitures under a new Republican bill.
The measure would ban cloning to create human babies and outlaw therapeutic cloning, which creates cloned human embryos to extract stem cells.
The bill is to be debated in committees at the state Assemby and Senate Monday.
The meeting promises to pit supporters of stem cell research at the University of Wisconsin-Madison against conservative lawmakers and right-to-life lobbyists.
Researchers say the bill's sticking point is the embryo cloning ban. They say that could hamper stem cell research.
But Republican Representative Steve Kestell from Elkhart Lake says human life should be created, quote, "just for spare parts."
