Getting 100% compliance with stop signs is nothing but a pipe dream - just like getting 100% compliance with posted speed limits is a pipe dream. Maximizing safety requires engineering the envionment in such a way that people are willing to behave in the safest manner. Traffic engineers already do this for cars - in fact many "through streets" (no stop signs) are designated that way in order to reduce safety problems in neighborhoods. You could look at this as giving special rights to motorists, or you could get off the compliance kick and understand that this maximizes safety. Since cars are much more of a threat than bicyclists, our environment has been designed primarily to influence the behavior of drivers. This often comes at the expense of providing good engineering for bicyclists - hence you see more stop-sign blowing by bicyclists. Given this, it seems reasonable, if a safety gain is possible, to adjust the laws for bicyclists in order to maximize safety.

I love how everything in this city is the fault of the police.

Madison is famous for being friendly to the bicyclists. Of course they would think that, nobody makes them obey the laws, they can do whatever they please! It's time to change that by making them be responsible for their behavior.
