FORT WORTH, Texas (AP) -- Nine months after 13 people were killed in shootings at Foot Hood, Texas, the Defense Department has released a report saying the military needs to be more aware of signs of potential workplace violence.

The department's final report on the shootings last November at the Army post last was released Friday. It also recommends expanding military installations' emergency response capabilities and making sure supervisors have access to soldiers' personnel records.

Army psychiatrist Maj. Nidal Hasan has been charged with 13 counts of premeditated murder and 32 counts of attempted premeditated murder in the shootings.

In October, a military judge will hear witness testimony to determine whether the case against Hasan should go to trial.

A Baraboo couple is setting up a scholarship to honor a Wisconsin soldier killed in the Fort Hood shootings.

They never met but say their connection is strong.

Tom and Cheryl Hayes say they felt lucky after the Fort Hood shootings. Their family survived.

Now they're doing what they can to make sure one of those killed continues to help people for years to come.

As the terror played out at Fort Hood on November 5th Tom and Cheryl Hayes anxiously waited for good news.

Tom says, "Immediately your heart jumps right out of your skin."

Their daughter, son in law and first grandchild are stationed at the base and luckily escaped the shooting rampage unharmed.

Kiel's Amy Krueger wasn't as lucky. She was one of 13 people killed. She immediately made an impression on the Hayes family.

Tom says, "When I heard about Amy that was the connection that there was a parent that made the same call that I did that did not get relief."

Here in Baraboo, hundreds of miles away from Fort Hood and half a state away from Whitewater, the connections kept coming for the Hayes family.

Tom is a graduate of Whitewater and and like Amy majored in psychology at the school.

After a recent visit to the campus he decided to set up a scholarship in her name.

Cheryl says, "I think we had thought of the same idea of putting it in Amy's name and it just kind of happened."

Tom says, "Just the fact that she was doing something for all of us without knowing us on top of it, it really doesn't matter that we didn't know her. It just represents what's good and what's right in this country."

The Hayes did all this without ever meeting anyone from the Krueger family.

Amy's mother Jeri says, "What it means to us is keeping Amy's goals alive, allowing in a round about way Amy to keep helping others. We are in awe by the generosity that we've received throughout the whole entire tragedy."

It is a connection that will only be strengthened when both families meet for the first time in a few weeks.

Tom says, "I think it's going to be really hard meeting her. Our kids made it fine and hers didn't."

The Hayes say their number one goal here is to keep this all about Krueger and make sure her memory lives on.

The Amy Krueger Memorial Scholarship will provide 500 dollars each year to a UW-Whitewater Psychology Major with a preference given to a student in the Armed forces.

KIEL, Wis. (AP) — A Baraboo couple has established a scholarship honoring a Wisconsin soldier killed in the Nov. 5 Fort Hood shootings.

Tom and Cheryl Hayes never met Staff Sgt. Amy Krueger or her family. But they felt a special connection when they found out she'd been studying psychology at the University of Wisconsin-Whitewater.

Tom Hayes is a psychologist from UW-Whitewater. He says he'd been meaning to establish a scholarship, and Krueger's death spurred him to action.

The Sheboygan Press says the Amy Krueger Memorial Scholarship will provide $500 each year to a UW-Whitewater psychology major, with preference given to a student in the Armed Forces.

Jeri Krueger says the Hayes are "wonderful, wonderful people" for keeping her daughter's memory alive.

STAFF SGT. AMY KRUEGER:

KIEL, Wis. (AP) -- Friends and family are remembering a Wisconsin soldier killed in the shooting rampage at Fort Hood as a patriotic and fun young woman.

Dozens of people showed up at Kiel High School for the visitation for Staff Sgt. Amy Krueger on Friday afternoon.

Many wiped away tears as they slowly filed past her flag-draped casket in the high school gymnasium.

High school classmate Jason Seehaver says Krueger was a good athlete who knew how to have a good time. He laughed as he recalled how she loved singing karaoke, especially songs by rapper Eminem.

Krueger was a 29-year-old mental health specialist who signed up for the military after the terrorist attacks of 2001.

She and 12 others were killed during last week's shooting rampage that also injured 29.

UPDATED Monday, November 9, 2009 --- 7:55 a.m.

KIEL, Wis. (AP) -- Several hundred residents of a small Wisconsin community gathered Sunday night to pay tribute to a hometown soldier who was one of 13 people killed last week in an assault at Fort Hood in Killeen, Texas.

The vigil for Army Staff Sgt. Amy Krueger at Veterans Park in Kiel was lit by the candles many held high in honor of the 29-year-old soldier who enlisted in the service following the terrorist attacks on Sept. 11, 2001. Krueger was receiving final training at Fort Hood before her deployment to Afghanistan in December.

Rev. David Mercer of St. Peter's United Church of Christ, which Krueger attended, told the crowd that the young soldier was taken "in a random senseless act of transgression."

About 10 of Krueger's young cousins sang "Amazing Grace" near the end of the vigil, bringing tears to many in the crowd.

I'm just dumbstruck, I feel this unconsolable grief and anger at the same time. I served for many years with Russell Seager and I learned a lot from him. I had to idea part of my unit was there until I saw his name come up as one of the WI casualties...I am SO sorry for his families loss. He was a very talented and dedicated soldier and to the other families and friends of the other 12, my heart is with all of you in this terrible time.
