Driver Arrested For Numerous Charges After Chase In Janesville

Posted Sunday, July 29, 2012 --- 8:40 a.m.

From the Janesville Police Department:

On 07-29-2012 at 2:19 A.M. Sergeant Aaron Ellis observed a minor traffic accident in a municipal parking lot at 16 N. Parker Dr.

As Ellis approached the lot, both vehicles involved in the accident left the lot at a high rate of speed on N. Parker Dr. towards E. Milwaukee St. The vehicles turned onto E. Milwaukee St. then south onto S. River St.

The operator of one of the vehicles, an Oldsmobile Alero, stopped for officers on S. River St. at Rock St.

The operator Brittany E. Forslund age 25 of Janesville was arrested for OWI 1st offense.

The operator of the second vehicle, a gold Chevrolet Silverado, accelerated away from the stop at a high rate of speed.

Officer Scott Katzenmeyer relocated the gold Silverado truck near Linn St. and Wilson St. He reported that the truck was still traveling at a high rate of speed disregarding any traffic signs.

The truck sped away from officers eventually turning into Monterey Park. The operator then proceeded onto the bike trail towards the Monterey Rock. As officers converged into the park, the operator left the bike trail and crossed into oncoming traffic on Center Av. near Riverside St. Officer Katzenmeyer initiated a pursuit of the truck on Riverside St. The operator then crossed back over Rockport Rd. towards W. Racine St. and eventually fled from the vehicle with a passenger on foot from the dead end of W. Racine St. at S. Walnut St.

Janesville Officers set a perimeter in the area. At 2:44 A.M. Lieutenant Terry Sheridan and Officer Jason Horton located the driver running westbound behind Janesville Brick and Tile. Lieutenant Sheridan and Officer Horton initiated a foot pursuit and captured the driver behind the businesses in the 1800 block of W. Court St.

The driver Christopher C. Winchester age 24 of Beloit was arrested on numerous charges and held at the Rock County Jail. A passenger in the truck Quinn C. Riggs 25 of Janesville was arrested for resisting arrest and possession of THC.

OWI, Fleeing an Officer, Obstructing, Operating after Revocation, Felony warrant Dept. of Corrections, Bench Warrant JPD for unlawful use of a computerized device.
