VIDEO REPORT: Escaped Inmates & the Huber Privilege System

Two Dane County Jail inmates released for a medical appointments are declared AWOL.

45-year-old Marcel Taylor of Madison was declared AWOL this afternoon when he didn't return to the Public Safety Building after a medical appointment. He was scheduled to return by 12:15 but didn't until about 2:30 this afternoon. He is serving for charges of retail theft and possessing a narcotic.

Meanwhile, 24-year-old Paul Richardson, who is serving a one year sentence for fleeing and obstructing and officer and battery, was also released for a medical appointment on Friday. But he is still missing.

More than half of Dane County Jail inmates are allowed out on their own unsupervised under the Huber privilege system, which allows inmates determined by a judge out for a certain amount of hours during the day for things like medical appointments

"A lot of it is on the honor system basically," Elise Schaffer, Dane County Sheriff's Office PIO

Of the 707 inmates in the Dane County system, 448 have Huber privileges.

Those that don't comply face additional charges like revoked privileges or added time to their sentence. The department sends out news releases with the inmate's photo and charges so the public is aware.

"It could be a few days or sometimes the person never comes back," said Schaffer.

Paul Richardson has been AWOL since Friday. Detectives are assigned to the case and a warrant is out for his arrest. If you have any information, you're asked to contact the sheriff's department.
