UPDATE: Panel Reverses Itself, Votes to Fire Officer

UPDATED Tuesday, December 11, 2012 --- 5:35 p.m.

MILWAUKEE (AP) -- Milwaukee's Fire and Police Commission has reversed itself and decided to fire an officer who punched a handcuffed woman in the face.

The Milwaukee Journal Sentinel reports the decision comes after citizens protested at a commission meeting last week and several elected officials criticized the panel's earlier finding that the officer should keep his job.

Police say Richard Schoen arrested Jeanine Tracy in September 2011 after she became argumentative after a traffic stop. A squad car video shows Tracy stomping her feet, spitting and cursing before Schoen punches her, drags her out of the car by the hair and knees her in the stomach after she's on the floor of the police garage.

Last week, commissioners overruled Chief Edward Flynn's decision to fire him and instead approved a 60-day suspension.

MILWAUKEE (AP) — The Milwaukee Police Department has released a squad car video that shows an officer punching a handcuffed woman.

Police say the officer, Richard Schoen, was fired May 1 for violating the department's code of conduct. The incident happened in September.

A phone number listing for Schoen could not be found Friday. He served on the department nine years.

The woman was arrested Sept. 22 during a traffic stop after she began arguing and using profanity. The video shows her cursing and spitting.

Schoen can be seen punching the woman in the face while she's handcuffed in the squad car. He then pulls her from the vehicle by her hair.

Police say Schoen also struck her with his knee while she was on the ground, but that's not on video.
