UPDATE: Panel wants more information on insurance change

MADISON, Wis. (AP) -- A state panel wants more information before moving ahead with possibly creating a self-insured plan for Wisconsin state employees.

A committee of the state's Group Insurance Board decided Friday to get more details about the largest cost drivers in the current system before deciding what to do next.

Currently, state employees get their insurance from 18 health maintenance organizations. Under a self-insurance approach, the state would carry the risk for losses and pay benefits directly to employees, instead of buying insurance from the private market.

The Group Insurance Board plans to discuss the issue again at its Nov. 12 meeting and could decide then whether to issue requests for proposals to companies that would process claims and contract with health care providers.

A committee of the state's Group Insurance Board planned to decide Friday whether to move ahead with getting more information about the change. Currently, state employees get their insurance from 18 health maintenance organizations.

Under a self-insurance approach, the state would carry the risk for losses and pay benefits directly to employees, instead of buying insurance from the private market.

Gov. Scott Walker says he wants to get more information about the idea before deciding whether to move ahead with it.

The Wisconsin Association of Health Plans opposes the move, saying it would threaten health care competition, provider-patient relationships and the economies of several communities.
