MADISON, Wis. (AP) -- Wisconsin Governor Scott Walker plans to announce this morning whether he'll implement a state-run health insurance exchange or turn that responsibility over to the federal government. Numerous groups are encouraging the Republican to have the state run the virtual marketplace where people can shop for private health insurance coverage.

HARTLAND, Wis. (AP) -- Hartland police will spend time today patrolling the neighborhood around an elementary school after students said they saw a man in the area holding a rifle-sized weapon. Authorities say the two 7-year-olds heard a loud bang yesterday after they spotted the man. Investigators say they didn't find anything suspicious, but want to be extra cautious.

LAS VEGAS (AP) -- Potential 2016 GOP presidential candidates have already begun meeting with donors, operatives and party elders. Some, like Wisconsin Governor Scott Walker, are urging the party to shift its message so it doesn't alienate independent and moderate voters.

MADISON, Wis. (AP) -- Wisconsin safety officials say residents should take steps to protect their families from carbon-monoxide risks as the temperature drops. Carbon monoxide is the leading cause of accidental poisoning deaths in the U.S. and nearly half of those deaths happen during the winter.
