Janesville woman charged with hate crime after allegedly hanging effigy doll

Janesville Police say a woman is charged with a hate crime after she allegedly hung an effigy doll on a porch.

Police responded to 12 S. Academy on July 11th at 7:06 p.m.

They say Deborah Boudreau hung an African American doll on the front porch there in effigy with a noose around the neck and with its arms pinned up vertically.

Officers say the doll was in an area where the public could easily see it.
