From Janesville Police Department:

On 06-25-2012 at 9:51 p.m. Janesville officers were dispatched to a report of a domestic incident at 717 Tudor Drive.

Upon arrival, the female victim reported that the male suspect had retreated to the basement to avoid contact with police and had armed himself with a crow bar. When officers attempted contact with the male in the basement he barricaded himself in a workshop room. The male fortified the door and refused to come out.

Patrol officers attempted to convince the male to exit the room, however he refused to cooperate. Officers gathered intelligence on the suspect and determined that because of certain circumstances the criteria existed for a SWAT team deployment.

Patrol, SWAT, the Janesville Police Department Hostage Negotiation Team, and the Janesville Fire Department remained on scene until 2:55 a.m. when negotiators were able to convince the man to surrender.

The male, identified as Francis E. Hatch Jr. age 45 is currently being held at the Rock County Jail pending an initial appearance in court.
