SULLIVAN, Wis. (AP) -- The National Weather Service says a tornado warning issued Monday was meant to be a test.

The warning alert for the southeastern and south-central part of the state was inadvertently sent to smartphone users and broadcasters about 10:30 a.m. The weather service says a coding problem sent the message to digital vendor services as a real warning, when in fact it was meant to be a test.
