From the Department of Military Affairs:
News: Department of Military Affairs furlough day set for Friday, Nov. 27
Wisconsin Department of Military Affairs (DMA) will operate on a limited basis on Friday, Nov. 27, 2009 as state employees take one of 16 furlough days required for all state workers over the next two years. DMA will resume regular business hours on Monday, Nov. 30.
The Department of Military Affairs (DMA) includes Joint Force Headquarters-Wisconsin, the Wisconsin Army National Guard, the Wisconsin Air National Guard, and the Wisconsin Division of Emergency Management (WEM). The furlough primarily affects DMA employees at JFHQ, 2400 Wright St. in Madison. Wisconsin National Guard federal employees are not affected by this furlough requirement.
Brig. Gen. Don Dunbar, the adjutant general of Wisconsin, said plans are in place to mitigate the impact of the furlough requirements. For example, the Wisconsin National Guard's Joint Operations Center (JOC) and the 24-Hour Emergency Management Duty Officer System will remain fully operational. Ed Wall, WEM Administrator, has ensured that if a disaster or emergency should occur during the Thanksgiving holiday weekend, there are staff available to respond to the scene and to work in the state Emergency Operations Center.

From The Department of Health Services:
The Department of Health Services will be closed on Friday, November 27th in compliance with furlough requirements. State employee furloughs for all university and state employees are part of the 2009 – 2011 state budget.
On these days, individuals will not be able to apply in-person at the state Vital Records office located at 1 West Wilson Street in Madison for copies of birth, death, marriage or divorce certificates, declarations of domestic partnership, or make genealogy appointments. The state closure does not impact local County Clerk or Register of Deeds typical business hours, and consumers are encouraged to contact their local office if a certificate is needed. The state Vital Records office will resume regular business hours on Monday, November 30th.
Consumers can obtain information about how to receive copies of vital records, searching records in person, and other available services online at http://dhs.wisconsin.gov/VitalRecords/index.htm.
UW-MADISON FURLOUGH DAY SET FOR NOV. 27
MADISON - The University of Wisconsin-Madison will close on Thursday, Nov. 26, for the Thanksgiving holiday and on Friday, Nov. 27, as a mandated furlough day for most of its employees.
The unpaid furlough day is one of 16 required of state employees during the 2009-11 budget cycle. In each budget year, university employees must take eight furlough days, four of which are designated campuswide with the remaining four being selected based on employee preference.
During this academic year, UW-Madison has scheduled campuswide furlough days on Friday, Nov. 27; Wednesday, Dec. 30; Friday, April 2; and Friday, May 21. The dates were chosen to avoid interfering with any instruction and to minimize disruption for the university community.
On these days, the campus will be closed for all but essential services. Exceptions will be made for critical services in areas such as patient care, police, power plant, housing and animal care.

Like many state offices, all Wisconsin Division of Motor Vehicles (DMV) offices will be closed for business on Friday, November 27, the day after Thanksgiving, as DMV staff complete the fourth of sixteen unpaid days required over the next two years. Employee furloughs for all university and state employees are part of the 2009–2011 state budget.
DMV’s automated phone system will remain available so that motorists can still make road test appointments and have access to recorded information.
Titling and registration services are offered by many third-party partners such as some police stations, grocery stores and financial institutions around the state and can be found at the WisDOT web site.
DMV would like to remind customers that many services like vehicle registration renewal do not require a visit to a service center and are available online 24 hours a day, seven days a week.
All DMV offices will resume regular business hours on Monday, November 30.
