MILWAUKEE (AP) — The Wisconsin Department of Natural Resources has approved plans to allow Rosendale Dairy in Fond du Lac County to double in size to 8,000 cows. Neighbors and environmentalists have expressed fear that manure will harm groundwater supplies. The DNR says language in the farm's water-protection permit is stronger than state law requires.

JUNEAU, Wis. (AP) — The adoptive mother of a 14-year-old girl is accused of locking the refrigerator door and cupboards at their home in Dodge County to prevent the teen's access to food. Kathryn Kreier also is accused of physically abusing the child by forcing her to sleep outside naked and fracturing her fingers. An attorney representing Kreier says she maintains her innocence.

MADISON, Wis. (AP) — A new child care rating system proposed by Gov. Jim Doyle would reward higher ranked child care providers with more state money than others with lower ratings. The five-star rating system would judge providers based on education, learning environment, business practices and the health and well being of children.

MADISON, Wis. (AP) — Wisconsin Department of Veterans Affairs Secretary Ken Black has moved the deputy secretary to a lower-level position in Milwaukee. Black told employees that deputy secretary William Kloster would now be in charge of its Milwaukee claims office. Black didn't immediately name a new no. 2 official for the agency.
