BELOIT, Wis. (WMTV) - Two people involved in a homicide Monday of a 25-year-old Beloit man have turned themselves in to police, the Beloit Police Department reported Friday June 11.

The department stated that the arrests happened just before 3 a.m. Friday morning when the two turned themselves in to the Rock County Jail.

Elontae M. Phiffer, 18, of Beloit, and Damon E. Allen, 19, have both been charged with alleged first degree intentional homicide as party to a crime.

Beloit PD is still searching for 19-year-old Journee R. Weathers, Jr., who police say has a warrant out to charge him with alleged first degree intentional homicide. Anyone who has information on Weathers’ whereabouts should call the police department at (608) 757-2244 or leave an anonymous tip on Greater Beloit Crime Stoppers.

According to a criminal complaint, a dispute over payment for a vehicle started prior to the victim being shot and killed. Police say a witness told them Weathers was the shooter.

The Rock County District Attorney’s Office issued the charges against the three suspects on Thursday.

Anyone with information on the incident is urged to call Beloit PD or Crimestoppers.
