Congressman Mark Pocan announced the "Everyday Philanthropist Act" on Monday at the Boys and Girls Club in Fitchburg.

Pocan co-sponsors the bill, which would allow people to donate to charity before tax by taking a donation out of their paycheck. Pocan said this will encourage people to give more money to charity.

"This is one way that allows a lot more people to be able to make a small donation and still deduct it from their taxes," Pocan said. "It's kind of a win-win for everyone."

Pocan also said the bill would allow employees and employers to work together to make donations. He hopes the bill gives employers an incentive to match employees' donations.
