MPD: Man touches himself inappropriately in front of residents

MADISON, Wis. (WMTV)--- A man faces charges after police said he touched himself inappropriately in front of two residents inside a campus area apartment building.

Joel Despain, a spokesperson with the Madison Police Department (MPD), said officers arrested 23-year-old Ishmael D. Riley on Thursday afternoon in the downtown area. He was in possession of two stolen Apple watches. The investigation into the thefts is ongoing.

Despain said it happened at the East Campus Mall building on E. Campus Drive on Nov. 20 around 2:45 a.m. Surveillance video helped police identify him.

He has been arrested by MPD for similar incidents in the past and for theft.

Riley was arrested for lewd and lascivious behavior and on a probation hold
